Yes, it is because of illegal aliens. Here in LA bus ridership has been declining year over year and studies have shown that California allowing illegal aliens to obtain driver licenses is a substantial factor in the declining bus ridership and increase in car traffic (they started driving instead of taking the bus). And guess what, NY started allowing illegal aliens to get driver licenses last year.
The thing about LA is that whenever "affordable housing" is addressed, it’s either one of 2 things:
(1)-Very Low Income housing that requires a lottery to qualify for and receive. (A small percentage of people actually end up in these units).
(2)-"Market rate" housing that is essentially luxury housing.
Current "market rate" housing for new construction in LA typically consists of:
$2000+/month (Studio)
$2400+/month (1 bedroom)
$3100+/month (2 bedroom)

It would get them off the city streets and parks at least – And when given the choice between the FEMA trailer or jail for the night they would reconsider living in LA and drift to a place that they might be able to afford to start a new life. – Unless they don’t want to start a new life and living in a tent with access to free stuff and drugs is really what they wanted all along.

Very well said. I’m not sure if you are in LA, but here most of the land zoned for medium density apartments (up to 5 stories) have 2-story apartments built in the ’60s and ’70s that have around 8-10 units or so. These are the easiest to redevelop because they are already zoned for more density by right. However, these units are covered by rent control which makes it onerous if not impossible to evict the tenants to redevelop the property. Yes in the short term there would be displacement but if the 2 story apartments are replaced with 5 story apartments it would greatly reduce the housing shortage, increase the vacancy rate and cause prices for everyone to go down.

This is LA , homeless people must have new free 600K condos to live in while middle class college educated people with full time jobs in their 20s and 30s need to live with 3 roommates in an apartment. The result is what we see here. Meanwhile commenters and bloggers keep pushing this false agenda that housing cost is the "real" reason (not mental heath, drugs, and laziness) and it is "inhumane" to set up FEMA style shelters in the short term.

It looks like Inrix and TomTom have different ways of measuring congestion; so, there is probably no agreed-upon definition about how to properly compare degrees of congestion between cities. It is hard for me to believe that Boston is worse than LA, however.
I also want to complement your graphic artist for showing the traffic underground. That’s what I’m talking about with more tunnels.
LA has built a ton of new housing near transit and our ridership figures are in a rut too. I live in the city and traffic has become unbearable (I thought those people were suppose to use transit).
Mayor Garcetti has said if Sacramento made LA exempt he could support SB 50 because other cities haven’t done enough and could use a push.
