It’s a bit misleading to say that the budget per pupil is "by far the highest in the region". For one, Decatur City schools have higher funding, per pupil. The biggest issue with APS is that a huge percentage of money, compared to other districts in Georgia, isn’t actually filtering down to the students.
For example, a large chunk of money is being spent on administration (HQ) that would be better off going to the schools themselves. Some improvement has been made in recent years, but there’s still a considerable amount of funding that needs to shift away from HQ.
Another issue is the fact that APS is paying for infrastructure that was built for tens of thousands more students. Some of these antiquated buildings and schools that are are far from capacity are siphoning away money that could be going to teaching. APS has offloaded some properties and shuttered some neighborhood schools (this could also be seen as a negative) in recent years. The takeaway is that APS is doing better now than in recent years, but still has some ways to go.

Letting something like this blow up into the public’s view, at this stage, is beyond embarrassing. I’m guessing that this is coming from APS, as well. I’m a huge proponent of city schools, but this is ridiculous.

I think it’s the other way around.
Of course, they could chop everything and distill their programming objectives down to a simple trail, with no complex policy proposals for the overlay district, no rail component, no affordable housing components (I’m sure many people would be happy with this and the trail could be build in a matter of a few years). But the long-term ramifications of that would be huge in terms of development patterns, transit coverage and (overall) accessibility to locals and outsiders.

Spend some time at the Capitol next session and you’ll see how insidious Republicans are. Ed Rynders, R-Albany, does everything he can to hurt DeKalb and City of Atlanta. He is openly hostile to any legislation that would benefit our area. E.g. there is a proposal to incorporate all of south and central DeKalb with a population of 295,000 into a city named Greenhaven
When opposition came from residents about the feasibility of the city he said "I don’t care if it’s good as long as it’s meets my requirements" how the sausage is made down at the Capitol is not pretty. Getting a new Governor greatly affects how COA is treated.
Two of the businesses at 1 Moreland face…Moreland. It’s not accurate to say that building "faces away" from the main thoroughfare.
Also, flipping the coffee shop with the vape shop wouldn’t change much. After all, Hodgepodge’s original store faces Moreland.
I actually don’t think the Dunkin’ drivethrough fits the area since drive-throughs aren’t a thing in Reynoldstown/Edgewood, but I’m sure it’ll be popular enough with people traveling through the area.

Meanwhile the Beltline will continue to be built at a relatively slow pace, but will continue to transform how the city grows, plays and gets around far into the future.
