Fresh look for affordable housing development atop Vermont/Santa Monica Red Line station
My impression is the alignment is underneath Vermont Blvd. From the rendering it appears the structure is adjacent to the station. So it’s not above the train at all. Given that there are tall buildings above and adjacent to the Red Line else ware along the alignment I doubt this is the reason they limit it to six stories. A more likely reason is because this is a relatively single story neighborhood and at six stories it will already be taller then anything around it.
With that said, probably the biggest reason as you point out. is cost.

For me, and I imagine for many, it depends on the job. My understanding anything above $500 value requires a permit and only licensed contractors or the owner can do the job.
That $500 figure is so old, most anything you do on your house is going to be above that and most of it not worthy of the time necessary to drive down to Building and Safety and wait in line half a day, then pay them however many hundreds of dollars plus your guy who is skilled and tooled but hasn’t taken the state exam can’t do the job.
With that said, there are many things that I’d definitely go get a permit for, particularly anything that going to make the actual property different then what’s on the official record, like an extra room or garage conversion. If it’s a big ticket item or something that might affect my insurance,, I might consider the permit because I want it to reflect on the official record of the property. Something like, a new fireplace, can void your insurance policy and an unpermited room can cause your loan to be called in. Definetly, but, if I want , re-tile, or replace a railng, or whatever, Building and Safety couldn’t cope with all the petty and small things if everyone did that.
With that said there are tons of things it’s just not worth it. Demolition, of a building that’s before the Landmarks Commission. When you are absolutely on the radar. That is just kind of brazen and stupid.

The net result is 0% affordable housing when Michael Weinstein sues to block any project that’s large enough to require affordable housing per the zoning/TOC codes.
