Plans for a 234-unit apartment complex that will repurpose a Chase bank right off the 134 freeway in Toluca Lake were approved Tuesday by the Los Angeles City Council’s planning and land use management committee.
The existing bank building at Lankershim Boulevard and Riverside Drive would be repurposed as 55 apartments—eight of them affordable units—and more than 8,500 square feet of commercial space. A new 179-unit apartment building, also with ground-floor commercial space, would be built on the large parking lot that encircles the bank.
Renderings show the new building as five stories tall, with a landscaped roof area and balconies in front of some units. The development is designed by TCA Architects.
In OK’ing the plans, which still need City Council approval, the committee also denied an appeal brought by a neighbor who claimed that the environmental review for the development was inadequate and that the number of apartments it would create—234 in total—would “significantly and adversely” affect the neighborhood.
The project was first proposed in 2016. The developer is listed as Frederick Delijani of Sterling Real Estate Group LLC.

So how many of those new, 179 units, are going to be "affordable housing"? You shouldn’t be able to get the credits based on how many you"allow" to be affordable in the older building, you should also have to include a percentage of any new structure that is actually going to be part of the overall scheme. I get that you receive the credits for renovating an older building, but then they make up for it by building some monster new building, which more than makes up for the ones they’re "losing" to the affordability factor. Give me a freakin’ break, there’s no such thing as "affordable" anywhere in SoCal except maybe in the middle of gang territory, and even parts of Compton are considered "up and coming" neighborhoods.

They’re building new units in a city that desperately needs new housing. They’re repurposing an outmoded commercial building and using the parking lot for new housing units. It’s not taking over a single family neighborhood. I can’t conceive that there’s a problem here for those whining on this page.

I live 5 blocks from that intersection and "it will indeed drive up traffic by 1,000%"! The city council members should either be forced to live in this area to feel the impact first hand or removed immediately by recall.
The city is only looking at $$$$$ for fees and increased property taxes on these new projects and not the destruction on neighborhoods and the people that live in them. This will also jack rents up on a yearly basis for all renters living within at least a 10 block radius.
Throw out these crooked politicians and throw them out now!

You’re such a baby. You REALLY think this single building is going to disrupt your little intersection as you try to grab an Egg McMuffin in the morning? I would be more worried about all the new construction on Vineland between Magnolia and Riverside Drive or the 2 new complexes which are butt up next to Ralphs or how about the other two new units currently being built on Cahuenga and Moorpark, ooh ooh and the gigantic cityblock long complex on Moorpark right before the 101 entrance and lets not forget about that beautifully constructed NoHo West complex down the street. Ya man. You’re screwed. Goodluck moving out of North Hollywood.

I know this ain’t what any one wants to hear, but NoHo is NoHo for a reason. As in, it’s where you live when you want to be close to everything, but can’t afford to live someplace nice (just to be clear, I lived there for around 15 years).
