El Sereno development would bring new affordable apartments to the neighborhood

A large affordable development is in the works for a lot at the western edge of El Sereno, next to Ascot Hills Park.

Proposed by the East Los Angeles Community Corporation, it would replace a single-story commercial building and parking lot with a pair of four-story structures containing 83 apartments available to low-income seniors, veterans, and families. Another two apartments will be set aside for building managers.

The project is now making its way through LA’s approval process, and plans submitted to the city show that it would also include 2,500 square feet of ground-floor commercial space and 68 parking spaces in an underground garage.

Called the Rosa de Castilla Apartments, the project is being designed by FSY Architects and is named after the Rancho Rosa de Castilla land grant that encompassed what is now El Sereno and its surrounding neighborhoods.

Amenities for residents would include a community room and on-site support services, according to the project designer. Plans indicate the development would also include landscaped grounds, with new garden space and trails offering access to the neighboring park.

This isn’t the only major project ELACC is working on lately; Metro recently moved forward with plans to allow the nonprofit to build an affordable apartment complex on land that the agency owns at Mariachi Plaza in Boyle Heights.
