LA's last two years have been the driest back-to-back years in the history of records for that sort of thing, with less rain in the last two years than the area usually gets in a single year. "What this means is for the last two seasons, we're at just 40 percent of our normal rainfall. This is a record — numero uno," says a rep for the National Weather Service.
