How did Beverly Hills successfully rise up against a plan to run a freeway through their city while Boyle Heights's efforts failed? Bev Hills had the money to commission studies that supported an argument against the plan; Boyle Heights did not, and today it has six major freeways cutting through, each a reminder that "just because a highway ended up in part of a city doesn't mean that part of the city wants it there."
