Standing amid much squatter structures, the four-story, 28-unit apartment building, called The Heights at Echo Park, was built in 1929 (with an elevator and wrought iron detailing); it was designed by EJ Vought and commissioned by Rosina Pauli, a fascinating woman who worked for the Salvation Army and made her money in the Nevada gold rush.
