Getting Off the Carousel

Shell Oil has finally presented what seems like an acceptable plan for cleaning up the contaminated Carousel Tract neighborhood in Carson, which was built on top of an old oil tank farm that's been "leaking toxic chemicals such as benzene and methane." The plan "meets most of the [Los Angeles Regional Water Quality Control Board]'s demands to clean soil to a certain level" and "contains a guarantee that residents will get fair-market value if they sell their homes, despite the contamination history."
