Glendale is in the midst of an apartment-building boom of epic proportions, but is struggling to add to its stock of affordable housing. Hundreds of families (earning $68,000 or less) are on waiting lists and the budget to build new affordable housing is way down. The city's "efforts to develop affordable housing have produced rental units for 228 families and helped 98 others purchase homes over the past two decades"--and that was before the budget cuts.
