West Hollywood has been getting its butt kicked in *the amount of money spent on tourism marketing and now it wants to play catch up. The city is looking to create a Tourism Improvement District, funded by a hotel tax increase, to generate an extra $4 million to lure out-of-towners to visit and spend more money (that would put its budget roughly on par with Santa Monica's). Eleven of the city's 18 hotels have signed on, and Councilmember John Heilman "said he would like to require all hotels in the city to pay a living wage to its workers if the district is approved."
