The LA River had such a stellar July--a project to bring 51 miles of riverside bike paths launched, a billion dollar makeover considered--that it was due for a little bad news. "In one of [City Councilmember Gil] Cedillo's first actions as First District councilman, he asked his council colleagues to rescind the $500,000 transfer to benefit river projects."
