Remember when Chris Brown's neighbors said the big colorful graffiti monsters on a wall by his house were scaring their kids and then got him cited by the city? Haha, those guys. Anyway, his lawyer's appealing the citation and now it's potentially interesting: "Brown's personal artwork has unwittingly thrust him into one of L.A.'s longest-running civic debates. Although the city has a reputation for being the street mural capital of the world, much of that artwork has been done illicitly.
