Spring Street street life was dealt a blow last month when a bunch of restaurants were cited for unpermitted outdoor seating. Sidewalk tables are allowed, but the application process can take nine months and costs $2,000. But here comes City Councilmember Jose Huizar, with a new motion proposing "a pilot program that would allow for a temporary permit to be issued so that restaurant owners can use their patios while going through the process, rather than wait up to a year and have nothing.
