Southern California Edison is applying for a license to restart one reactor at the San Onofre nuclear power plant this summer and run it at up to 70 percent capacity. The plant has been closed since a small radiation leak was detected more than a year ago. SCE says their plan is safe, but Friends of the Earth maintain that "operating any nuclear reactor at reduced power impacts the safety of the entire reactor, so all related safety issues must be considered in a review of the operating license."
