It doesn't look like Sheriff Lee Baca will be getting his new panopticon jail any time soon. Today the County Board of Supervisors said the proposed $1 billion project to replace Downtown's Men's Central Jail needs a thorough evaluation, and asked "the county's CEO to commission a study of current jail needs and what they might be over the next 20 to 30 years."
