Federal lawmakers are once again trying to regulate helicopter noise in Los Angeles; fancy residents in the Hollywood Hills have been at the forefront of the push and The Hollywood Reporter finds out how their lives have been affected: "The noise is so bad, you find yourself putting a screener on pause because you can't hear it," says The Phantom Menace editor Paul Martin Smith.
