What's holding up the enormous, expensive project to widen the 405 Freeway? Utility relocation, bridge redesign, but most of all the 2011 collapse of a giant retaining wall: "A federal review quietly released in August of the massive $1 billion project identified the collapsed wall as the 'single biggest factor in extending the completion date to September 2014.'" The project is also way over budget and everyone's suing each other, but hey, 10 new miles of carpool lanes that probably won't ease congestion at all, eventually. [LADN]
