The city's been moving toward consolidating the Building & Safety and Planning Departments for a while now (in an attempt to streamline things for developers), but now newish Mayor Eric Garcetti (who voted for the plan as a councilmember) has put the kibosh on that. He says the merger won't happen in January as planned and that "I think that's just rearranging the bureaucracy and not the systems." [LAT]
