"In the first six months of 2013, 100 percent of the people bitten by L.A. County Sheriff's Department canines were black or hispanic," according to a new report from the Police Assessment Resource Center. The report also notes that the Ninth Circuit Court of Appeals compared the force of a sheriff's dog bite "to having a limb run over by an automobile," and found that in about half of cases, a bite could have been avoided.
