Neighborhood Count-cils

The city's 95 local neighborhood councils are on the rise, as evidenced most recently and clearly in their fight to delay a potential bond measure for street repairs. Everyone agrees that the groups are "maturing," forming more broad coalitions, and in general "now fulfilling the influential role envisioned for them when voters revised the City Charter in 1999."
