Gangs, apparently. Echo Park Patch reports on a Facebook poll from the LAPD's Northeast Community Station that asked residents to name the biggest quality-of-life issue in their jurisdiction, which covers a wide swath of neighborhoods from East Hollywood to Glassell Park to Silver Lake.
