The city's been trying to develop DTLA's Pico House, one of LA's oldest existing structures, for years and is still at square one. Two development proposals for the 1863 building were recently sent to the slush pile; one was rejected because the developer wanted a 50-year lease agreement and the city was only prepared to offer 20.
