So there will be no moratorium on new development in Santa Monica after all. Instead, the planning department will deal with their backlog of 34 applications for new development agreements by "combining what are currently separate meetings of the Architectural Review Board and Planning Commission" and "shifting the responsibility for early community meetings about the projects from city staffers to the developers."
