Someone cover parking guru Donald Shoup's ears: the City Council has just voted to remove 645 meters from San Pedro and Wilmington streets, to reduce meter fees on other streets, and to provide "some limited free parking in city-owned lots." Business owners had "complained that the high rates have discouraged shoppers from coming to the downtown areas."
