The owners of NoHo Commons are going to--brace--start charging for parking: $1.50 per 15 minutes, $15 daily max. They say that non-shoppers have been clogging the lot and that shoppers will be able to get validation, but change is still tough on everyone: "The fees were going to take effect Sunday, but the start date was pushed back to give people more time to prepare."
