As recommended by planning staff, the City Planning Commission has voted not to support the Chinatown chain store ban. The ban, which now goes over to the City Council, was targeted straight at the under-construction Walmart Neighborhood Market, which already has building permits; opponents are hoping to get the ban passed and appeal those permits (there'll be a hearing on that matter in mid-August).
