The California legislature has passed a law that says local law enforcement can't issue parking tickets for cars parked at broken meters "as long as the time the car is parked doesn't exceed the maximum limit." The broken meter issue has been dicey since LA started installing those newfangled meters that rarely break; at that point, the city started ticketing at broken meters. The new law goes into effect January 1. [CC Patch]
