Los Angeles is creating a replacement for the dead and gone Community Redevelopment Agency, which used to partner with developers to build in designated blighted areas. The new Economic Development Department "working with non-profits, would seek to take over much of what the CRA was doing in terms of putting together development programs as well as working to provide low-income housing around the city.
