Santa Monica's new parking meters reset to zero whenever a car leaves a space (and allow no re-feeding!), which the city says is intended to make long-term parkers park in lots and leave meter spaces open for short-termers. That sounds like it might be right up parking guru Donald Shoup's alley, except that it isn't: "I don’t see how this increases turnover — it just makes sure they get everyone to pay and they know how much they are getting?Anytime someone says something isn’t about money, it’s about money."
