Now that redevelopment agencies are dead statewide, local governments are fighting to convince the dissolution oversight boards to let them keep some money to finish up projects: "Cities all over the state have been attending seminars to understand the implementation of the law - and to strategize how to hold onto cash, with one expert at the Pasadena conference going as far as to say that cities should bring cookies and other refreshments to woo oversight boards tasked with policing what qualifies as an ongoing project."
