It is still illegal to park in a space with a broken meter in Los Angeles. The City Council voted yesterday to override a state law "that greatly limits the practice of issuing tickets to drivers who park at malfunctioning meters." Since the city started putting in those new credit card meters (which have stickers warning tickets will be issued at broken meters), meter vandalism has gone way down, and of course the city makes money off of broken meter tickets.
