SOUTH PARK: Onni Group seemed ready to motor when it took over a site on Olive Street near the Eastern Columbia building--it bought the property in 2011 and hoped to break ground this past August on a 32-story tower with 283 apartments and groundfloor retail. Well, best laid plans and all that: the tower, named 888 Olive, is just now about get underway, according to blogger Brigham Yen. The building is set to be finished in 2015. [Brigham Yen]

LOS ANGELES: Last month, City Council President Herb Wesson met with the LA chapter of the American Institute of Architects and asked them what they'd think of the city combining the Planning Department with the Department of Building and Safety (mostly as a money-saver--the city has a budget deficit and has combined other, smaller departments). One of his deputies told the crowd "[other departments, like the Department of Public Works] don't seem to have the same problems that Planning and Building and Safety do—the amount of time it takes to get through the entitlement process, the amount of time it takes you to get inspections and green inspections ?"
