Per the County Department of Public Health, Los Angeles has been power washing Skid Row recently, but it hasn't taken a recommendation to add more public toilets (right now there are five automated public toilets, in which doors open automatically after 20 minutes; two are open 24 hours). The problem is that these things get filled up with pimps and drug dealers; one LAPD officers says "In the one over by the Union Rescue Mission [on San Pedro Street], we have the darnedest time trying to stop the heroin addicts from shooting up in there."
