The 1999 Adaptive Reuse Ordinance changed the face of Downtown, making it easier for developers to convert old commercial buildings into housing (Tom Gilmore's Old Bank District was the catalytic pioneer). But now city officials want an update to bring the rules in line with other the rest of its zoning: "The goal, they say, is to spur another round of development, including on the upper floors of derelict buildings on Broadway."
