Four years ago, the city took over elections for positions on LA's 95 neighborhood councils, but this year--oops--it doesn't have the "more than $1 million" it needs to run them. Today City Councilmember Paul Krekorian will present a measure that would put elections temporarily back in the hands of the Department of Neighborhood Empowerment. [LADN]
