Well, the neighbors like Santa Monica's new Oceans at Risk house, which street artists Risk and Retna painted with a removable Heal the Bay message, but the city does not. The LA Times reports that "Neither the developer nor the artists sought permits for the installation, and by late afternoon the city said it planned to issue an order for immediate removal." [LAT]
