Yesterday, the Long Beach City Council voted to opt in to California's new Voluntary Alternative Redevelopment Program, which will allow the city's redevelopment agency to continue operations with an initial payment of $34 million and an estimated annual payment of $10.2 million to the state. Down in the OC, the Irvine City Council voted yesterday to opt in, but will appeal the amount of its $2.6 million bill. The pay to play requirement comes from budget legislation signed by Gov.
