It's Navy Week and the USS Abraham Lincoln aircraft carrier is docked at the Port of LA. Fun for the whole family! But the Naval Criminal Investigative Service has stirred up trouble by telling sailors to avoid downtown San Pedro while they're in town, and to maybe try Long Beach instead. NCIS has handed out a map with downtown and other areas "outlined in red and identified as 'high drug use/distribution area.'...The back of the map, meanwhile, extols all the amenities that can be found in downtown Long Beach."
