YouTuber DENJCA29 made a 24 hour time-lapse video from a balcony at Fifth and Spring in the Old Bank District (it looks like the camera's in the Rowan Lofts) and here are five minutes at 8x speed. While the videographer noticed the fellow "drifting along the street as if the wind was blowing him and nothing else," there's way more than that going on here. Commenters on YouTube and Gizmodo have noticed a person dressed like Waldo, a guy slapping a woman's ass, and an LAPD car nearly leaving an officer behind. How happening is the OBD?
