The on-again off-again, but mostly off-again funicular Angels Flight got a little extra scrutiny a week or so ago by city and state officials, who are wondering out loud just what is going on with the little train that could. Following premature wheel deterioration--which led to Angels Flight being shut down on June 9--councilwoman Jan Perry asked the overseeing state agency, the California Public Utilities Commission, for a report on the safety and maintenance issues that have dogged the train since its reopening last year.
