The Community Redevelopment Agency of Los Angeles has ruled out at least one potential culprit in the case of Why No One is Going to Downtown San Pedro. Despite recently-quadrupled meter rates, a study found that potential shoppers weren't deterred by the parking costs, nor was there a lack of available parking.
