Burbank has had a historic preservation ordinance since 1994, but has only landmarked one house (and a few commercial buildings) in the intervening 17 years. The city requires owner consent before a property can be designated historic, which is notably not the case in LA (or in preservation paradise Pasadena), but the city council is considering new rules that would at least make it easier for non-owners to research potentially historic buildings.
