After several failed attempts, a declining Westwood Village is finally getting close to forming itself into a business improvement district, in which property owners pay assessments that go toward security and beautification. The BID would include both Wilshire office towers and UCLA, which has volunteered its police for patrols. The City Council approved a vote for the spring. [LABJ]
