The Los Angeles Regional Water Quality Control Board has ordered Shell Oil to clean the top 10 feet of soil on Carson's 44-acre Carousel Tract, which the company used as a tank farm from 1924 to 1966. The cleanup could start as early as the summer, reports the Daily Breeze.
