At her State of the City speech last week, Monrovia Mayor Mary Ann Lutz sprung a new "iris-themed" city logo on everyone, and councilmembers are pretty peeved they didn't get the chance to review or approve it first. City Manager Scott Ochoa took responsibility, saying "he included the logo in the State of the City speech because he was trying to add an upbeat note to a 'downer' address."
