The LA Times reports that House Republicans (surprise, surprise) want a take-back on the $3.3 billion in federal grants promised to the California High-Speed Rail project--even though at least some of it's been officially "obligated." Just yesterday, the High-Speed Rail Authority announced that they, along with the Federal Railroad Administration, had signed a deal making it impossible to rescind $928 million allotted to the 130 mile Central Valley portion of the project. Rep. Jeff Denham of Atwater, however, is skeptical that the word "obligated" means what the California High-Speed Rail Authority says it means. According to the LAT: "Denham said he doubts that obligating money that hasn't actually been spent can stop Congress from recouping the funds." [LAT]
