Grand Theft Auto V Set in Fictional LA, Down to the Downtown Development Billboards

Rockstar Games is pretty much the expert at digitally recreating Los Angeles--it published the forties-set LA Noire, and is now returning to the barely-fictional town of Los Santos for the fifth installment of Grand Theft Auto (Los Santos, set in the fictional state of San Andreas, appears in a few of the earlier games too). The first GTAV trailer was released this morning--our favorite part is that sign for the Mile High Club, "Downtown's newest and most exciting complex." It definitely reminds us of something, but what's that crane doing there? GTA chronology has jumped all over (the last game was set more or less in modern-day New York [Liberty City])--maybe this one takes place in 2005?
