Caltrans will have to actually get South Pasadena on board if it wants to build a 710 Freeway extension through the city. Legislation passed in 1982 stripped South Pas of its right to negotiate the matter, but a new bill signed by Governor Brown this week has restored it. According to the Burbank Leader, "The bill requires Caltrans to secure a street closure agreement with the city if a freeway is built." Caltrans, Metro, and everyone else are trying to figure out how they actually want to close the freeway gap (a tunnel is the most commonly-floated alternative to a surface road). [Burbank Leader]
