The Beverly Hills Patch ran an interesting opinion piece, in which a resident encourages the city to start locking recycling bins in alleys as a way to discourage people from combing through them. Fair enough, scavenging through recycling bins can create litter issues, but the argument made is not going to help BH ditch its snob rep: "These dumpster divers are often transients who are also responsible for small thefts such as car parts and bicycles... Without the idea of a profit coming from our dumpsters, the transients will slowly start to diminish, lowering the amount we spend to clean our alleys, lowering the possibility of identity theft and also lowering the poverty-stricken dumpster divers ability to spot, stake out and thieve in our neighborhoods."
